C1 English level — what it actually means

C1 is the fluent band. At C1 English has stopped being the obstacle: you express yourself precisely, adjust your register for the room, and follow fast speech, implication and humour. You are at C1 if you can present to a room, take unplanned questions, and think about the answer rather than about the English. Most people who work daily in English for years arrive here without ever being taught it.
